The app, creatively named SaveME 999 is available on every smartphone platform known to man. Yes, they even built one for Blackberry. For iOS users, you can download it here.
How it Works
Step 1: Enter Your Details in a page that looks like it was created for iOS3. Oh, make sure you select your "Disability Category", which includes NORMAL. I didn't know being normal is a disability. I guess our government knows something we don't.

Step 2: Select the type of Emergency you have from a set of super low-res icons which the government decided to skimp on else TM would have charged them another RM100k per icon.
Step 3: Key in details of your emergency. The app intelligently detects your location (the government paid RM10Mil for this feature, so it can pin-point your location right to which toilet bowl your were sitting on when you tried the app). Include photos of your cat stuck in the tree if required.

Step 4: Press "ARE YOU SURE? SEND"
Step 5: Wait and pray. OK, I admit I never got beyond this Step 4, so I'll leave it to you to let me know what happens!
The app was developed because the government felt the needs of the disabled in the country who can't access the 999 emergency line (i.e. the deaf) so they decided to build this app out of the kindness of their heart. What they didn't expect was the price tag, but what is RM1bil compared to the safety of their citizens? All the deep integration work they needed to do with the various governmental departments! Imagine the number of meetings, and coffee breaks they needed to serve every single day! And not forgetting the need to use the government jet to get to these super urgent meetings. These things costs money you know. And since the government thinks we are all disabled (remember, NORMAL is a disability), so we now all have access to this app.
The best part is,
I didn't pay a single sen for this wonderful app! Oh wait.
